Description
Bethel was contracted to provide Long-Term Management (LTM), Remedial Action-Operations (RA-O), and other activities at multiple Joint Base Elmendorf-Richardson (JBER) and Pacific Regional Support Center (PRSC) locations throughout Alaska to ensure each facility is in full compliance with federal and state regulations. Field work includes the following:
preparing installation-specific planning documents, including Work Plans and APPs;
conducting institutional controls (IC) inspections;
installing land use control (LUC) warning signs;
sampling groundwater, surface and subsurface soil, surface water, and sediment for a wide range of potential contaminants (POL, VOCs/SVOCs, PAHs, PCBs, pesticides/hebicides, PFAS, metals), depending on the site;
repairing, installing, and decommissioning groundwater monitoring wells;
performing landfarm maintenance and decommissioning;
conducting a limited removal action; and
preparing reporting documents, including Annual LTM Report, Feasibility Studies, Records of Decision, Landfill Repair Technical Memorandums, CERCLA Five-Year Review Reports, and non-CERCLA Periodic Review Reports.
Most of the sites are off the road system and are only accessible by air or sea, requiring coordination of remote logistics for the mobilization of personnel, supplies, and equipment. Site Arrival Request (SAR) forms are required prior to accessing active remote sites as are completed and approved dig permits before any ground disturbing activities can be conducted. Over the course of four years, Bethel interfaced with eight AFCEC Remedial Project Managers and over a dozen ADEC Contaminated Sites Program regulators from both the Anchorage and the Fairbanks offices.
