JBER OWS Management

Description

There are approximately 95 oil-water separator (OWS) units currently in operation by Joint Base Elmendorf-Richardson (JBER). The OWS units receive a variety of waste from maintenance operations which mix with water and snow melt. In order to maintain compliance with JBER’s Industrial Wastewater Management Permit #11 (Anchorage Water and Wastewater Utility), each OWS unit must be cleaned and inspected annually, and maintenance activities managed and documented.

Bethel was selected by the United States Army Corps of Engineers (USACE) to provide management of the JBER OWS units. Bethel managed the cleanings and inspections of the 95 units and coordinated all necessary repairs and maintenance with facility managers, USACE, and subcontractors. Maintenance activities for all units included scheduled removal of contents using a vacuum truck; and transferring contents into a sludge press, then sampling the outflow water and remaining solids for contamination. Bethel also managed the soil waste containing tetrachloroethylene (PCE) and diesel-contamination including profiling and determining the proper disposal of the waste. In 2020, Bethel coordinated the removal of 35 cubic yards of waste for transport and disposal in Waste Management’s Columbia Ridge Landfill in Oregon. Bethel coordinated and supervised subcontractors to conduct necessary repairs to units, including replacement of valve handles, installation of a new lift station pump, repair of pneumatic valves and compressed air filter regulators, and replacement of pneumatic piping, unions, and fillings.
