Description

Kadena Air Base requires support services to manage and process polychlorinated biphenyl (PCB) items in accordance with the latest Japanese Environmental Governing Standards (JEGS) and Toxic Substances Control Act (TSCA). PCB-contaminated waste is generated when electrical equipment containing PCBs is replaced or removed during scheduled maintenance and replacement activities, and when electrical equipment or transformers must be removed under emergency services due to damage from inclement weather. Potential PCB-containing waste must be inventoried, sampled, tested, classified and managed according to the PCB content.

Bethel was contracted to provide PCB-related services including surveying equipment and materials, sampling and analyzing transformer oil, performing record searches to determine the concentrations of PCBs, removing and disposing of PCB equipment, and documenting safe and compliant removal and disposition of PCBs. Bethel prepared a work plan with quality assurance, quality control, and other technical activities related to managing PCBs to ensure that data quality objectives were met. Scheduled services are provided daily on site with on-call support services during emergencies. The development of PCB processing SOPS for transformers, rectifiers, ballasts, PILC Cables, and for asbestos and lead containing materials is also part of this contract.

Bethel has provided on-site personnel with the proper training and experience to effectively manage the waste at Kadena Air Base.
